While the first 2 fall under the objective category of decision making and a lot depends on the information at hand. The most crucial to analyze is the “How” of it . The reason is we don’t want to give a second thought on finding the implications and if there are different ways to convey the same
meaning that we intend. While a lot of detailing is done around the specificity of the info to be shared with employees, little attention does managers pay to the way a certain communication is to be made. This could relate to defining an employee’s job role to appraisal to termination to bonus to lay off e.tc.
The Emotional Quotient in expressing particular information is the key differentiator from a good management vs poor management. While a good management pays a lot of focus on how an open and transparent culture can be instilled only through right communication. A poor one just objectifies the whole process and equates humans as tools to achieve end results.
A resourceful organization can develop a sound culture of transparency and integrity through the 3C’s of communication.i.e Clarity, Confidence and Compassion. (3C’s).

Confidence and Compassion define the very important “Why”?
